This is a compression tap gland cartridge which is used in many different kitchen and bathroom taps. Replacing the cartridge should fix most drips and stiff taps.

Furthermore, if you have a tap which you turn on, and have to turn the handle a few times before you get any meaningful flow of water and then suddenly a lot of water comes out, this is a faulty cartridge. What is happening here is the cartridge is seizing up and the water pressure is pushing the cartridge gland downwards.
